Casteism & Hinduism in Indian Public Administration



Relationship of Dalits with Hindu upper caste: A Hindu cannot exist without a caste ascribed at birth and casteism cannot exist without Hinduism. Caste connotes eternal discrimination and victimization conducted exclusively towards the lowest strata of Hindu soceity. So long as caste exists will Hindu exist. The eternal bonded slavery condition assured that humanity is not feasible for the 94% rock bottom cursed slaves of 3,000 years. It begs the question if 94% bonded slaves rightly deserved eternal slavery? Hinduism is from Nephilim and that 94% Hindu Dalits are bonded to 6% Nephillim upper caste. In 3,000 years, the lowest strata of society have moulded their mindset to be slaves obeying the masters. They have accepted their position in the absence of adequate education, knowledge and wisdom. They blindly obeyed their masters to attack innocent citizens belonging to minorities without provocation and they are satisfied for the job well done in the name of Hinduism that oppressed them in thousands of years.


Mind control in Hinduism: Hindu caste structure imbibed an automatic mind control mechanism like a computer that makes the slaves responsive only to the known masters as they are disabled to think rationally for themselves. It is impossible for Dalits to dream about emancipation which would mean becoming a human being without caste and Hinduism. In other words, Dalits constitute integral major component of Hindus caste structure that without them, Hindu caste system will falter and vanish. Hence, it is very important for the upper caste to retain the untouchable category in the structure at any cost, for they draw sustenance for the economy & polity to make India a rising Beast. The mindset of the lowest strata is numbed by eternal exclusion, and the brain has been taught in 3,000 years to accept supremacy of the masters without question. It is this treasured ancient obedience from 94% people that propelled the upper caste for status quo. Anyone disturbing the obedience and status quo will pay a heavy price through gag, torture and death.


Make in India Evil Systems: The two evils that make India a Beastly power are the ancient Hindu Caste System in existence since 3,000 years and modern Indian Civil Service System in existence since British rule. The ideology of mind control on the majority is conducted through Hindu Varna system. The administration of Hindu varna system is sanctioned by modern Indian Civil Service system, although the Indian constitution on paper abolished the caste system. It is an interesting observation that rather than abolishing the ancient discriminatory caste system, the 4 varna is kept alive in the structure and function of modern Indian Civil Service. The IAS ruled as Brahmins, the IPS& IFS are the Kshatriyas, Allied services served as Vaishya and the majority lower employees in Group-B, C& D occupy the lowest strata of Shudra- untouchable Dalit. The Varna system in Indian Civil Service sustained its operation through nepotism & favoritism lacking meritocracy. Educational qualification & background, experience and competency carry no meaning. The assessment of performance report is often subjective, vindictive and bias. Negative framework screened out competency and capability. Administration in general is guided by caste ascription and service description allotted by UPSC that may have been done on caste ascription. The whole aspect of Indian administration is governed by caste system.The IAS Brahmins constructed an upper class and they further built an inner power block within the confinement of the upper class. The power block close to PMO is a trade union and they lynch together a targeted enemy. Irrational behavior and thinking produced a bias system lacking ethics of administration only to hurt organizational management and public interest. Low morality leads to working condition that produced poor delivery for which reason, Indian Civil Service working largely on bias attitude & red-tape is rated the worst in Asia. The Indian civil service is a caste system incompetent and incapable for efficient and effective administration. Politicians trapped in the dysfunctional Indian bureaucracy are helpless soldiers of the Prime Minister. The future is hopelessly bleak and gloomy.


Hinduism No.1 world religion : Hinduism spread to the whole of Asia in ancient past through Buddhism & Jainism. In the present century, Hinduism is practiced by majority population of the world through Yoga. It is popularized as health improvement exercise without understanding the underpinning objective of Yoga is to seduce the dormant serpent coiling inside every person. The serpent represents knowledge and wisdom. The chakra breathing exercise in Yoga are techniques to induce the serpent to give knowledge and wisdom to the Yogis.


Yoga technique to induce death: The practice of Yoga reminds us of the Serpent urging Eve to eat the fruit of knowledge and wisdom in the garden of Eden. The deception of Serpent led to breaking the first law of the Creator who instrcuted Adam & Eve not to eat the fruit of knowledge. The Serpent lured Eve to disobey the Creator who in turn lured Adam. The sin of disobedience led the first humans to commit the first sin. Disobedience led the first two created human beings to die in the garden of eternal life.


Hinduism in Hebrew Prophecy: Hinduism has a concept of 4 Ages which resonates the Hebrew prophecy of 4 Beasts of Revelation. The interpretation of the Hindu 4 ages and Biblical 4 beasts may vary which nevertheless converged on the same belief that the last period on earth is the darkest one. The dark age signifies complete disobedience towards universal principle of justice and equity that enabled the serpent to take full control of human life. The darkest period in Hinduism is Kali Yuga, and it existed for 3,000 years. The darkness of the period is intensified by environment pollution, health problems, low morality, rising crimes, corruption and economic decline.Hinduism, Casteism, Indian Bureaucracy, Economy & Polity working together as one united body is a deadly Beast. Hinduism, Casteism, Indian Bureaucracy, Polity & Business are solely occupied by 6% Hindu upper caste. The majority belonging to 94% Dalits, minority Muslims and Scheduled Tribes are withered away under beastly administration of 6% upper caste. Hindus have predicted the period of Hindutva upto 2045. The future is unpredictable but it is clear that the 4th Beast of Revelation in Hebrew prophecy is the Hindu caste system that existed 3,000 years ago and it continues to sustain modern Indian administration, economy and polity.

Failed Home Ministry - Sunday,23 Dec,2018

WHY IS HOME MINISTRY NOT MEASURING MILITANT/EXTORTIONIST GROWTH IN NORTHEAST REGION?In 2007 during my research work, there were 15 militant outfits in Manipur and about 25 in Northeast region. In 2011, it has grown to 79 militants in Northeast region. By 2018, there are 40-50 militants operating as extortionists only from Kuki ethnicity and about 20 are from Meitei & Nagas in Manipur state alone. Manipur has become the poorest state in India. Amidst poverty, Nagas demanded a Homeland and Kukis demanded another Homeland. The sickness caused by poverty and maladministration has got worsened through decades and years. Development was halted by blocking fund flow to the hill districts for decades and extortionists mushroomed as militants due to non-implementation of 6th Schedule. I was a Director, Northeast India in the Ministry of Home Affairs in 2016 and looked forward to helping the region as much as possible but I was suddenly transferred within 7 days by Shri Satyendra Garg, IPS 1987 working as Joint Secretary for NorthEast. He colluded with Administration, MHA as he sensed I would do a good job of helping the region. Later I learnt that this gentleman was charge-sheeted while working in Delhi Traffic Police and in 2011, he absconded to joined duty in the state of Mizoram against the order issued by Home Ministry. This incidence revealed how much he detested to go to Northeast region to work. It is reported to me by several junior IPS officers from northeast India that this gentleman refused to grant them official meetings. Layers of maladministration in India has brought cancerous stage in all aspects of life. One cannot understand why persons with inappropriate backgrounds are fixed to a job that they are unable to handle or are unwilling to give an honest contribution. I observed that nothing in India is done rationally and logically and this trend will continue so long as Government of India is run by survival of the fittest, who are the worst in the system. The worst cannot think for others except for themselves. This is how the Indian government is run on a broken wheel while private businessmen are thriving in collusion with power brokers in the government. The current government officials are very fond of measuring everything in government. It is a wonder why they do not measure militancy growth in North-east region?As northeast region is reduced to extreme poverty from corruption, extortion, militancy and maladministration, I suffer more and more in Government of India from victimisation, discrimination and harassment.

I wrote a note and submitted my publications to former Prime Minister Man Mohan Singh in order to help me from victimization conducted by jealous service colleagues. He did not help me but had used my note to improve his image. He gave several Prime Minister Awards to officers belonging to my community. But I remained in a harassed condition from 2007-2014


I advocated for change. The BJP came in power from 2014 and I hoped for a changed condition. I was delighted to notice PM Modi reading my posts in all my 3 pages. I observed his administration and foreign policy with Israel and Japan based on my facebook relationships. I noticed BJP Ministers and bureaucrats stalking my pages.


I was transferred within 6 months from Commerce to DGS&D by a wretched jealous game of CSS officers colluding with Smt. Anita Praveen IAS 1989. During 2016, I was transferred within 6 months under collusion of corrupt officials with Smt. Anita Praveen, IAS 1989. The corrupt gang complained against my facebook posts and published article on the truth about Kashmir. In 2017, I was transferred from Ministry of Home Affairs . The criminals of Home Ministry under Shri Satpal Chauhan, IES in sexual partnership with Shri Rajiv Mehrishi, former Home Secretary downgraded my outstanding performance and shifted me out with the intention of blocking my promotion. I represented to the Home Minister Rajnath, The Hindutva owl did not apply morality and ethics of administration but approved the crooked note of Shri Satpal Chauhan, IES while shri Rajiv Gauba, Home Secretary remained a silent spectator to the illegal action.


Meanwhile, Shri Kiren Rijiju, State Home Minister from North-east did nothing to help although the matter was addressed to him as well. I have seen enough of north-east politicians and am not surprised why Mainlanders give a shoddy treatment to the region and the people. I have nothing against elected political parties but during the course of tackling the troubles heaped upon me unjustly out of jealousy, I assessed and found Hindoos to be extremely crappy, jealous, negative, rude, unresponsive that contributed to a very retarded, incapable, inefficient system.


This reminds me of Sir Winston Churchill disdainful attitude towards Hindoos, not to forget how the world view them in general is not a bias opinion but opinions sprung from the behaviour and attitude of Hindoos in general. Due to my agitation, Ministry of Home Affairs immediately picked up my batchmate from scheduled tribe community for the post of Joint Secretary, in order to whitewashed the sins against me.I met the DoPT Secretary, Shri Ajay Mittal twice. He was impressed with my record. Instead of helping my case, he poured lipservice blessings on me and cursed my harassers. This gentleman with lip service was unwilling to do the right thing as he simply ducked out and retired in February,2018. In order to hide his misdeeds, he elevated a lady from northeast India in DoPT but he did not help me. Rather, his officers have been sitting over my case for years and months. I approached the Cabinet Secretary but the situation remains the same. It is as if the whole system has tied their hands against corrective actions. It is from this experience that I noticed the psychology of Hindoos. For them, winning is to choke down a winner, cut down potentials and place stumbling blocks. This is exactly what they did to me and they planned do to China which is far superior to them.


To cover their misdeeds, they used northeast, ST/SC officers to voice their opinion and box their enemies. One glaring example that just emerged is a young Manipuri Meitei Indian diplomat who is fiercely hitting Pakistan on Kashmir issue at the UN. The ignorant young lady is a Hindu but her state is the most treacherous state of northeast India, troubled by ethnic rivalries. The outstanding work will not be rewarded in the end. Will she become Secretary MEA in the end? The chance is almost Nil. Divide and rule, nepotism, favouritism, corruption and exploitation are the keywords for Indian administration. No one on earth could ever be more crooked, cunning and manipulative than the Hindoos and opportunists north-east people are easy prey to the pranks.


The Congress misrule was due to gross negligence. BJP misrule is from gross negligence of ethics and principles of administration. I had hoped for better days ' ACHE DIN' with the BJP that never came in 4 years. Characteristics are attributes of persons and not of political parties. Hindoos, despite the caste, creed and political differences remained the same in characteristics.


The most prominent characteristic about Hindoos is their inability to be truthful leading them to lose control in anything they do. The politicians lose control over bureaucrats. Within bureaucracy, the IAS lose control over the CSS. Unless an issue is raised politically for vengeance on communal annotative, the noting of an Assistant at the bottom level received approval of the government.



Against my representation to Home Minister, Shri Satpal Chauhan, IES promoted to Additional Secretary by his conduit Shri Rajiv Mehrishi without ACC approval in 2016, dictated the note of the dealing officers at the bottom. This note was approved by the Cabinet Minister, Shri Rajnath without application of rule, policy, principle and ethics of delivery. The Gorilla of Home Ministry seems to be avenging the anger of his sexual partners in Home Ministry, as he had nothing against me personally. A powerful Home Secretary is controlled by petty game of jealousy and wretchedness from below only evidenced the lose administration in Indian system guided by favoritism and nepotism. If a man like Rajiv Meherishi can be used by crooks, there is no chance for other Indians not to be hooked on to criminality, lies and dishonesty


.I am placed in Department of Industrial Policy and Promotion. I was given 3 Divisions with 3 bosses to report to. When I requested the Secretary to rationalize the work allocation, they took away all the work and left me with salary, a work allocation befitting a Section officer in order to humiliate me and defunct me forever with downgraded performance reports under connivance of Hindutva sponsored Secretaries of Government of India.


I had been attacked by Central Secretariat Service -B Group all my life. Then the A-Group fellows joined. Now Secretaries of Government of India and Ministers of current government are joining hands to block all my cases illegally. These gentlemen and ladies from could be one of the worst beings on this planet earth. The atrocity without guilt and conscience tracks them to being Nephilims as different from human beings. I wish to close my chapter with Nephilims forever and move away to a place where I would never ever know them again.

Misdeeds of pathetic scoundrels from Ministry of Commerce were turned into an opportunity to turn around a dilapidated organisation DGS&D fit for closure. The positive results hurt the notorious criminals; well-known for nefarious activities of scamming the government. The criminals supported by terrorists in the government entered the office room of the honest laborious Administrator and deleted critical data from the office computer. They stole crucial policy files and papers. They even dared to damage the brake of personal car belonging to the Administrator to cause physical harm. After repair of the car, they fused the car battery to cause continous trouble. Then they whip the Administrator, a lady officer from North-East India with series of fake anonymous complaints to PM, PMO & Secretaries of Government of India. The four notorious scoundrels from CSS promotees and two horrendous mafias from senior-most


Supply Engineering Service colluded with one lady IAS of 1989 batch, a white-collar terrorist from Ministry of Commerce. Instead of punishing the criminals, the IAS lady from Ministry of Commerce namely, Smt Anita Praveen and the DOPT concerned officials terrorised the good officer with transfer order carried out on the basis of facebook post exposing the notorious activities of the criminals and the terrorists in the Ministry of Commerce.


There are umpteem numbers of terrorists in government of India. Ministry of Home Affairs is not dearth of such terrorists either whose operation cannot be curtailed as these terrorists are chosen by the ruling government. An anti-northeast IPS officee is given the charge of Joint Secretary Northeast region, a devious crooked Economic Service is made to run the administration while leftover scums are put in the driver’s seat in Home Ministry as part of nepotism. The government run by communal bigots ignore real corruption in the system as they practice nepotism and favouritism under a mandate of good governance. The DOPT is generously promoting corrupt and dishonest officials based on ACR system as a result of which the low quality at all levels upto the Joint Secretaries from IAS and allied services including CSS is puling down the whole system to a lowest point never experienced before. One stark example is the promotion of a highly corrupt and crooked CSS well known for destroying careers of many officers through posting and transfer by twsisting the rule and policy. This gentleman is an Andhra Christian from Central Secretariat Service (CSS) who preached in the church and does corruption in office. His promotion was stalled by the previous Cabinet Secretary, for his notorious activities and deserved to be granted statutory voluntary retirement. The present system has not only promoted him but quickly granted him a confirmed Joint Secretry in Overseas Department in Ministry of External Affairs. Ministry of Defence with the highest budget is outside the purview of RTI Act and audited superficially with regard to procurement provisions that cannot asses hidden corruption nexus. The lady Secretary, Defence Finance from IDAS was never posted in her cadre during her entire service against service rule but she has been promoted by the ruling government to be the first Secretary for Defence Finance before her retirment and contnues to be in the post after her retirement period. Her low calibre in the defence sector despite her long years of experience service in the sector was proven when she was corrected by an Israeli vendor during Airforce procurement contract negotiation in 2010. Her arrogance was offended; thus she created nuance and threw away the Israeli vendor in collusion with the Joint Secretary Airforce. There were numbers of complaints lodged against her from the Cabinet minister’s office while she was Additional Financial Advisor, Airforce operation and maintenance. Yet, she manipulated her career to become Secretary and remained Secretary , Defence Finance beyond her retirement date in August, 2016. The most corrupt Ministry in Government of India is Defence Sector where parliament has limited knowledge and access to information.


A whistle blower from South India is investigating the defence budget used for sponsoring Terrorism in India. Many have also confirmed, Minstry of Home Affairs as one of the most corrupt sector that operates on a silent budget like the Secret Fund. The intelligence agencies prefer to delve on bigot communal reports than on corruption report. Facebook invented by Mark Zuckenberg has increasing become a tool to track citizens’ response to administration, which sadly is not used for improvement and development but to punish truth-tellers. Another nightmare about India is the large numbers of Face-Book users among Indian youths indulging in sexual activities on Face-Book .


It is horrendous to note the disgusting display of sexuality through facebook post of nude, pornographic and obsence sexual self-photographs. Such large numbers of Indian youths participating in a despicable Face-Book sexual orgy is not seen in any other country.This peculiarity of India evidenced the dismal low moral quality and the doomed future of chidren of the dark world ruled by goddess Kali.


The state government of Madhya Pradesh transferred a senior IAS officer for praising the first Prime Minister of India- Jawaharlal Nehru in a facebook post. The BJP government in Chhattisgarh on 8th Oct, 2016, transferred an IAS officer following his comments about the late Jan Sangh leader Deendayal Upadhyaya on a social networking site. He is slated to be served a show cause notice. Such is the dismal state of affair in India.An atrocious murder of a young lad, son of a school Head Master in Kashmir was conducted by an Indian Army soldier on account of a face-book post that is not a real life situation shooting encounter.


Over a Lakh Kashmiris murdered and thousands raped by Indian Army in Kashmir is an act of terrorism. The recent shooting of pelet guns on civilians causing blindness to scores of youths in Kashmir cannt be covered up or condoned by quotiong atrocities of another country like Pakistan or Israel on Palestinians. Shabir Ahmad Mangoo- a 30-yr old lecturer picked up from home in a night raid, beaten up till he was dead, and returned as a corpse to his villagers next morning. This is why it is not about Burhan Wani or Hizbul Mujahideen. Indian forces in Kashmir are doing a fantastic job of making sure that the people are hated, alienated, brutalised and murdered. A newspaper report reads, "General Officer Commanding (GoC) of Srinagar-based army’s 15 Corps Lt Gen Satish Dua termed the death of civilian as regrettable and said it will investigate the incident. NDTV News Report on the ground estimated use of 1.3 milion pelets and nearly 3765 cartridges on civilians during the most recent episode of conflict. In an ordinary reporting in Delhi during this year , a 40 year old dentist was brutally beaten to death by a gang of brothers instigated by thier mother. Such atrocities are clearly reflected in the global happiness index where India ranks lower than Palestine - this is something India cannot afford to be proud of. Insightful thoughts on the issue reveal the connection between the Indian mindset and Indian administration rated the lowest in the whole of Asia.

The power is shifting gradually to the hands of Indians living in USA. The stategy of india's super-power vision appears to be emanating from USA than it is a vision from Indians in India. The Argumentative Indian. Amartya Sen has used part of his Nobel Prize money to fund development research in India and Bangladesh. He has persuasively argued that development should be measured not by GDP but in terms of "real freedoms people can enjoy."Indians do not need more freedom. The Inscrutable Indian: The stereotypes in which foreigners see Indians and the self-image that Indians project about themselves are both inaccurate. Indians are considered democratic, spiritual, tolerant, peaceful etc. But Varma's value-neutral reappraisal throws up surprising conclusions that can be embarrassing. Indians respect the powerful and will collude with them for personal gain. They are extremely hierarchical, bending before superiors and subjugating inferiors. They have never been "other-worldly" and hanker for material prosperity. Spiritualism is "mostly a means to harness divine support for power and pelf". Morality is a theoretical construct abjured as impractical in real life. Indians also sanction violence when convinced of numerical strength and surety of victory.

Destructive Assent: Who Cares?

The article titled ‘ Destructive Assent: Who cares?” written in 2008 describes a highly crooked middle level officer who controlled his bosses and enjoyed full liberty to destroy prospective careers of colleagues through posting and transfer. This little man worked later in a lucrative organization and collected heaps of money in connivance with corrupt officials. The little man fooled his dumb bosses or perhaps his bosses have been equally crafty like him. He was rewarded with promotion for his notoriety and a corrupt life. There are similar umpteen cases in central ministries on whom the system depend to execute the work. The little man alongwith his friends created a chain of operation in ministries to target one lady officer from northeast India out of sheer deep jealousy. Deep jealousy like madness of a mind created a demolition plan of a prospective career marked with outstanding contributions to public service. The little man punished an innocent lady from north-east India by throwing her to a dreaded place of posting as part of career demolition plan. After completing the dreaded punishment post of six years in the dreaded place, the northeast lady officer was later given a suitable place to compensate the losses. The little man and his colluding team still managed to flush out once again the lady from northeast India to a dungeon. But the lady from northeast India still performed in the dungeon that may have terribly irked the enemies. The tireless effort for clean administration became a huge discomfort for the corrupt gang . It is possible that the little man designed the nefarious activities through corrupt officials. It is not a wonder why the most serious challenge came from his past associates of reputed corruption. Three subordinate level functionaries and one lady, all of certified corrupt officials and well-known immoral sexual perverts filed anonymous false complaints against the honest officer to scam the whole government system. They feared that the crime they committed in the past and in the present would be booked under CBI and CVC. The gang including one lady attacked vehemently for six months to tarnish an impeccable clean image of a dedicated officer.


Decision makers have not crossed examined the events to verify the truth. They decided to protect the criminals in the system and in the process have seriously flouted government policy of protecting minority and mainstreaming people from northeast India. Will these senior officers be ever caught and punished? They will not be punished even if caught. Instead, they have punished the honest contributor to the government.


Atrocity is acceptable in Indian system and the non-corrupt assented the destructive game of the corrupt. It is ascertained that the crooks colluded together against the honest officer from north-east India and use a Facebook -post that exposed treachery of wretched officers acting at the behest of the crooks.


The series of anonymous complaints enclosing the Facebook post by the corrupt gang became a palatable menu to serve the self-elating exploitative arrogance of those in power and position.Prospective career of honest and good officers have been destroyed by twisting the system to implement demolition plans successfully. Indian bureaucrats are puppets to such vermins. Alas! the system has got worse year to year and will continue to be worse in the coming decades. Despite the announcement for incentives and motivation through economic - fiscal pakages to northeast region, the people of northeast India are ill treated in nook and corners of the country and in central government services. The change in generation has not introduced change in the Indian mindset. Thus, memories of Indian Administration after retirement would not be relished but will only be a memory bank of torture, pain, victimization, harassment, discrimination and racism.

Destructive Assent: Who cares!

This is a case study of a prospective officer whose career was set in doldrums by a destructive and vindictive game in nexus of operation like a mafia gang. The officer was rolled into selected ministries as part of the plan to eliminate a bright future career. The devious design created a canvas to paint the victim as a culprit and the harassers as the victims to be assisted in the elimination mission. The plan to stumble on pitfalls to ruin a hard earned career went uninterrupted.


Unprofessional dealings manifest victimization and the cause is generally attributed to systemic failure which is rooted to individual practice. To kill the 'spirit' and 'potential' is as much a crime as to take away a human life; a wise nation does not destroy but nurture it to aggregate the contribution. Ruination imposed on a prospective career on a law abiding citizen causing loss of public service and loss of public resource are clear indicators of a failed system in failed nation.If answerability to the wrong action is sought, the real culprit behind the crime will be the little man at the desk who collects and feeds information to his bosses to attain his individual goal of promoting himself or damaging another fellow (Input). This produces unprofessional and unfair dealing in the system (Output) Unfair dealings 'disabled' a person from giving his best. (Outcome).If accountability is enforced, the responsibility of the damage caused will be traced to that innocuous little man at the desk who operates from the confinement of his room relishing his power with distasteful arrogance to decide the fate of others on behalf of his bosses who are constrained by time and restrained under bureaucratic rational rule to think and feel.


In this circumstance, the little man uses his small negative mind to cause more and more nuances but he is respected for his nuances and treated as indispensable for his ability to shoot the troubles he create; so he stands immune from punishment. The refusal to be cowed down by the whims of the little man is punished as the dissent to the destruction is a crime.


In the absence of accountability in this unchanging old system, the little man uses his freedom to pursue his dream of causing more damages with more vigor. No accountability is held on the little man for causing loss of precious resources and time. The destroyer has been blessed and the destruction assented.The case evidences the popular intellectual debate on linking governance with ethics, culture and values to explain failure of certain countries to adapt the principles of governance. Some cultural ethics and values seem to have greater alignment to destructive assent than constructive dissent.

The Dilemma:

Today, even a petty staff attached to senior officers cannot be moved under administrative transfer order. Any order issued by Administration is challenged by the game players. The worst part is when the authority adopts a policy of appeasement like the Home Ministry’s policy of appeasement towards terrorist organizations; the outcome becomes very adverse when such a policy leads to mushrooming of more terrorism.


Thought To Reckon: A decision to surgically remove terrorists in the system under available government Rules and Policy is the most feasible action in the present circumstance. Conservative approach in the system may make it difficult to implement the policy. On the other hand, prudence of may necessitate closure of a badly misgoverned organisation. This option is difficult too in view of the assigned role given to the organisation. In such complexity of problem, the way forward is to re-make the insitution so that it can perform the assigned tasks in a transparent manner and ensure an ease of doing business to cope up with competitive market rates and get the best price and quality for public procurement.


It is not easy to demolish an old institution and it is neither easy to reform an institution that imbibed the tradition of corruption as a normal way of life. Faced with this dilemma, the institutional leader initiated establishing an e-market platform in keeping with the policy of doing business with ease to improve transparency through digitised structure in line with the India-digital announcement of the Hon’ble PM. The changes envisaged building a pool of IT professionals with a concommitant reduction of government employees across the board in the organisation.


The changes envisaged building an accountable independent body that can operate and managed its business and reduced dependcy on government inline with the macro policy of ‘ maximum governance and minimum government’. Real changes envisaged good organisational behaviour from the individuals in keeping with the spirit of good governance.


Administration started streamlining the functioning of the organisation to back up the transformation in the organisation. Rule-breakers grew allergic to the changes initiated and felt threatened of losing thier freedom to do what they want. In response to the percieved threats, they began to initiate series of fake anonymous complaints maliciously in desperate attempt to defame an unblemish honest officer. The criminals succeeded the game with the help of the so-called non-corrupt, hardworking and sincere bureaucrat (s), who might have encouraged the victimization process. The shouts and cries of psychopaths are entertained by hypocrites with compassion on thier predicament of losing the freedom to operate corruption. Bureaucracy, as the proud steel frame of Indian Administration proves itself once again to be either too dishonest and devious or too incompetent from hypocrisy and pseudoism as had been witnessed in the past.


If digitising the country and inflating growth at 7 % hold a solution to misgovernance, there would be reduced dishonest dealings in everyday life situations. But that does not happen as the majority prefer living in dirt. Why is change advocated by leaders when the majority people do not want change? Is the word ‘reform’ used as a fashion to impress somebody high up like the USA, UK, Japan World Bank, United Nations, IMF etc.? Is reforms merely a lip service to impress the Hon’ble PM? Are leaders mere puppets not genuine enough to pursue real reforms? Here lies the critical difference between India and developed countries including developing economies like China, Malaysia, Singapore. India is far behind the rest in public administration.


It needs to be explored further why a country like Sri lanka has better system than India? The big question today is whether bureaucracy is honest and competent in dealing with issues? If yes, it begs the question why a small piddly staff in league with corruption nexus cannot be replaced but an absolute honest commited officer working from morning till late night is pushed in and out under whims of colluding party against a minority that cannot exert pressure to cause nuinsance in the system? Is it ethical and moral to push in and out a well reputed contributor who always bear the burden silently without complain ? This immorality breeds corruption and rots the system leading to terrorism and insurgencies of all varieties including the despicable game from the despicable gamers operating like a horrendous terrorist group chasing a prey to hunt as victim.


The bureaucrats allowed the gamers to play till they assume enough confidence to bombard the system and paralysed administration. The anology of the situation is comparable to USA feeding Al Qaeda or ISIS and causing destruction. Under the universal principle of justice, Al Qaeda is now aiming at demolition of thier counterparts in India as they often aimed at USA in revenge. It may perhaps be too narrow a view to accuse a single service cadre as the culprit of maladministration. It would be more rational to adopt a holistic view to reason why people act and react in a common pattern, denominated as a mindset.


It is culture, tradition and customs that primarliy form the mindset of an individual. In other words, the social -cultural millieu shapes to form a particular pattern of looking at things and situations that guides the individual to act and react by reflex process unknowingly. It is interesting to note the relationship between mindset and administration in the country. Indian mindset and Indian public administration may have an interesting co-relation.


The book review reproduced under may elaborate the truth with a pinch of salt on the discourse of the subject. ‘The stereotypes in which foreigners see Indians and the self-image that Indians project about themselves are both inaccurate. Indians are considered democratic, spiritual, tolerant, peaceful etc. But Varma's value-neutral reappraisal throws up surprising conclusions that can be embarrassing. Indians respect the powerful and will collude with them for personal gain. They are extremely hierarchical, bending before superiors and subjugating inferiors. They have never been "other-worldly" and hanker for material prosperity. Spiritualism is "mostly a means to harness divine support for power and pelf". Morality is a theoretical construct abjured as impractical in real life. Organisational Terrorism

Organisational Terrorism is a new phrase coined to describe destructive games played in organisation. Understanding the reason for the occurrence of terrorism in the system is necessary in order to solve institutional problems. In the case of an organization cited herein; mis-governance from negligence by government breed corruption and malpractices.


The poor condition of the organisation viewed beyond redemption and hence treated as a dumping ground to punish officers dwindled the organisation to disappearance. The demotivated organization has been left terribly sick to face its own death. The dying organization left neglected and exploited by self-seeking officials manned over 2,000 employees. Half of the employees often do not turn up for work. Nobody cares about this condition. Any attempt to change the status-quo is vehemently opposed by shirkers as it would mean punctuality and hard work.


Change in the status-quo is equally opposed by senior officials engaged in power brokerage as it would mean curbing their nefarious activities. It is least expected to be supported to do the right things in an environment filled with disappointments on one hand and greed on the other. The systemic attacks conducted by power brokers experienced in the organization are like a terrorist group attacking government administration.


The organization reached an incurable cancerous stage as Institutional leaders in the past either colluded in corruption or they simply let it go with no action. A few of those who might have worked hard honestly could not break the network that runs like an empire. To change such an organization from its traditional practices is a very brave thought in the first place; and to implement the change in such a vitriolic environment is almost impossible.


Notwithstanding the impossibility, the institution with half of its employees as habitual absentees is now in full swing on the path to reform. In the month of November, 2015, attendance of employees was below 60 percentages and it improved to 95 percentages through administrative reforms initiated since January 2016. The daunting challenge is to turn the negative mindset to positive mindset. In an organisation where the Institutional leader had traditionally accepted a subordinate position perhaps out of helplessness and to reverse this position would cause commotions and resentment. The administrator stood firmly to follow the norms and practices. This could not be tolerated by law-breakers with no respect for norms and practices.


Different strategies have been deployed to weakened administration and to facilitate the ouster of the unwanted Administrator. The complainants incessantly complaint to the Institutional Head as if the complaints are delicious breakfast, lunch and dinner to be served in the morning, afternoon and evening. The complainants lodged false complaints even to Secretaries of Government of India and recently they reached the grievance portal of the Prime Minister’s Office. They searched every reason and means to lodge complaints. They resorted to using Face Book article to facilitate transfer of the Administrator. The transfer has not effectuated and the attack continues.


The poisonous fangs choked the environment to built healthy organizational relationship. This devastating experience is comparable to administrative condition experienced in terrorists ridden states like Kashmir and Northeast India. Administration is left paralyzed with no hands to administer. The same helpless condition is experienced in terrorists ridden states of India and elsewhere. Decades of neglect and inaction have created the ‘bad assets’ considered unfit for salvaging and the institution had been finally slated to be scrapped off. As usual in government, nothing was done. The organization was left in suspense for decades with no steps taken to wound up or no decision to reform and sustain the institution. The sick condition has been exploited by some to create fortunes of wealth from the misfortune, and they terrorized the system to gain control over decision making. A sick organization obviously cannot have healthy employees and vice-versa. It is indeed a major challenge to administer an institution considered fit for closure.


LESSON TO LEARN: Terrorism committed by power-brokers within the system ruin the internal system silently and is more dangerous and heinous than the visible loud terrorism of organized groups. Government must focus on terrorism within the system as they focus on organized groups whose demand is to undo the injustice. Terrorism committed by power brokers within the system has actually caused the injustice for which reason; organized groups came into existence to demand justice. In order to reduce injustice, terrorism from within the system must be tackled effectively honestly and efficiently. The effects of maladministration on terrorism are a very relevant subject to understand internal institutional problems and external socio- economic- political problems including complex subject of terrorism in the world.


RATIONALITY OF THE ARTICLE: The word corruption is thought to appear a little inadequate to define and describe a particular character when both corrupt and non-corrupt male /female officials could be destructive in the system. The term terrorism normally describes attacks by law-breakers on government authorities and causing en-mass killing of innocent civilians in the terrorist activities. The actions of corrupt and non-corrupt by male and female officials in government may often produce the same result as armed terrorist attacks on the system. The difference is: Terrorism destroys physical existence while maladministration destroys the spirit of life. Both are heinous acts of destruction. There is another category among Indian bureaucrats who may exemplify an impressive career record. There is no thought given to the aspect of how such non -corrupts potentially can also be disastrous in the system. The irony is that those appearing to be clean on official record could be as dangerous as the outright corrupt ones. It is in this sense, this paper advocates using the term ‘Terrorists’ to describe the notorious activities of all those fiddling with the government system against the constitution of Government of India. The title of the article is inferred from this thought process and is found aptly correct to describe the process and outcome in both the situations.

Terrorists in the System’ - 19th March,2016,

32 signatories (lady staff) attached to senior Engineers from Supply Service and low level lady employees of Supply Wing in DGS&D lodged a complaint to the Head of Institution in protest against the Administrator. They campaign again in the month of April, 2016. The protest engineered by the senior officials in collusion with one lady, whose dream is to be in charge of administration.


It is reported that the Head of Institution is pressurized in different ways by the trouble-makers to oust the Administrator several times. They sought an uncalled for intervention of the Head of the Organization even on a trivial issue like ladies toilet!!. The complaint engineered by the vested group has used a gender card and a scheduled -caste card to achieve the objective! They resorted to all forms of attacks, hacked the Face-book account and lodged complaints against Face book posts. In the Month of May, 2016, they entered the office chamber of the Administrator in the night and stole important confidential files. They deleted important information from the personal computer of the Administrator. They attack the personal car of the Administrator by loosening the car break to murder the Administrator. After repair work of the personal car, they diffused the car battery wire to trouble the Administrator who returned home by 9.00 pm. They bribed the innocous crooks from Central Secreatiat Service to lodged false and anonymous complaints to the PMO against the Administrator under very personal and subjective issues that have no bearing on official matters.


The systemic attack conducted by the notorious gang is getting alarmingly dangerous. Police authority has not been alerted as it is felt that the Police could become part of the corrupt nexus. It is reported that the corrupt officials burnt the office chamber of the Head of Institution to ashes a couple of years ago in order to destroy evidences of the huge corruption cases. If these attacks are not terrorism, then what is terrorism? It is also heard that the conspiracy to murder former Prime Minister of India, Mrs Indira Gandhi was first plotted in this organization by 20 persons working in the organization. CBI inquiry failed to detect the involved persons.


On 21st April, 2016, the notorious harlot of the organization in collusion with the notorious corrupt officials of the organization registered a complaint in the PMO against the Administrator. She was served a Memo for violating service conduct rules. The notorious prostitute responded on the Memo to the Head of the Institution alleging the Administrator with much subjective qualification such as ‘autocratic’ to unleash her negative emotion that cannot be considered an official grievance. The notorious CSS officers of lower middle level functionaries lodged a complaint in the PMO on Ist June, 2016 alleging the Administrator as corrupt and dubbed the Administrator as ‘Hitler’.


These notorious CSS officials of DGS&D freely misuse the PMO -public grievance portal to tarnish the image of the Administrator and to further assert arrogance to misguide administrative decision such as the suspension of one Sikh Section Officer, collectively harassed by them under false complaint. The notorious three male and one female officials belonging to CSS monitored the Administrator every mimute and hour of the day. They compiled false reports addressed to Heads of government like Principal Secretaery to Prime Minister and Secretaries of government of India.


These crooks have hung weaklings in the system while their serious crimes are covered up and pardoned in the system. The matter is left lose for more troubles to come in the future. Lose handling of these criminals is noted with concern by many in the organization. The vested group has been scheming to take over the entire Administration of the organization. They caused series of administrative problems to paralyze the work.


In order to wreck administration, the vested group colluded with notorious lady staff and officials. They often visit and hang around the office of the Head of Institution to collect information. The mafia gang used different strategies and tactics to paralyzed administration as it had been doing in the past. Officers who refused to bow down to the whims and fancies of vested group were dumped while the cronies were given lucrative sectors for looting and corruptions under a nexus of operation that ruled the organization like an inherited kingdom.


During one year period, this organization had witnessed a change of five leaders. It is reported that no officer can be posted in this corrupt organization without the consent of the mafia. The bundles of corruption cases lodged under public grievances years after years are ineffective as the mafia purchased officials in the Vigilance and Intelligence Agencies. It is evidently clear that nothing can be done to these men. This is not the case with complaints lodged against the lesser beings. The weaker ones are harshly punished while the mafia thrive happily in their chosen seats to dictate the government for further prosperity and self enhancement. Despite the bundles of complaints, these officers received their timely promotion while the scapegoats are hung in vigilance of the organization.
